In the heart of Bay County, a groundbreaking solution is providing much-needed relief to families facing food insecurity. The introduction of refrigerated food lockers at Parker Elementary School marks a significant milestone in ensuring that no child goes hungry. This initiative, spearheaded by Rebuild Bay County in collaboration with Children’s Home Society of Florida, offers a lifeline to those most in need.
A Community Hub for Essential Resources
The east side of Bay County has long grappled with limited access to fresh groceries. Over 80% of students at Parker Elementary School experience food insecurity, highlighting the urgent need for intervention. Recognizing this gap, Donna Pilsen, Executive Director of Rebuild Bay County, emphasized the pivotal role these food lockers play in bridging the divide.
“This area is considered a food desert, lacking convenient grocery stores,” Pilsen explained. “The pandemic exacerbated existing challenges, but it also underscored the importance of community support. Since then, we’ve expanded our efforts to assist more individuals and families.”
Technology Meets Compassion: Simplifying Access to Nutrition
The food lockers operate on a user-friendly system designed to accommodate busy schedules. Available 24/7, they provide round-the-clock access to essential items such as frozen meats, canned goods, dairy products, and eggs—sufficient to sustain a family for up to one week. Families can easily obtain food by scanning a QR code from flyers distributed throughout the community.
This streamlined process ensures that assistance reaches those who need it most. Once scanned, the QR code directs users to a website where they can complete a form. A family and community engagement representative will then contact them to assess their specific needs and provide further guidance. This personalized approach fosters trust and ensures that resources are allocated effectively.
Beyond Handouts: Empowering Families for Long-Term Success
Sharis Robinson, Senior Director for the Northwest Region of Community Partnership Schools, highlighted the broader impact of this initiative. “We’re not just offering immediate relief; we’re equipping families with the tools they need to thrive. By guiding them through applications for food stamps, Medicaid, and other essential services, we empower them to achieve long-term stability.”
The partnership with ‘No Kid Hungry’ has been instrumental in securing funding for the food lockers. Local businesses have also stepped up to donate food, ensuring that the lockers remain well-stocked twice daily. This collective effort underscores the community’s commitment to eradicating hunger and fostering a brighter future for its youngest members.

Principal JoBeth Davis of Parker Elementary School expressed her pride in witnessing the positive changes brought about by this initiative. “It’s incredibly rewarding to see how this collaboration is not only addressing food insecurity but also enhancing educational outcomes. Our students deserve nothing less than the best, and initiatives like these help us get closer to that goal.”
Looking ahead, Rebuild Bay is exploring opportunities to expand this program to other schools, including Rutherford High School and A.D. Harris Learning Village. By continuing to innovate and adapt, the organization aims to create lasting change and ensure that every family has access to the resources they need to succeed.
