With over 350 member organizations, HACIA stands as one of Illinois' most prominent professional networks for small and diverse construction-related enterprises. This vibrant community includes contractors, architects, engineers, and suppliers ranging from fledgling startups to well-established firms. These members often encounter hurdles such as scalability, access to resources, and certification processes. Newcomers to HACIA not only gain valuable networking opportunities but also become part of an extensive network of trusted business partners. In 2024 alone, more than 3,100 individuals participated in HACIA events. The organization further supports its members through customized technical assistance, introductions to key decision-makers, guidance on M/W/DBE certification, and access to programs designed to enhance workforce capabilities and business acumen. Executive Director Jacqueline Gomez emphasizes, “Our mission extends beyond creating equity; it involves ensuring our members thrive once they secure their place in the industry.” This hands-on approach aims to foster generational wealth and enable members to build successful businesses.Programs Tailored for Success
HACIA’s renowned Executive Fellows Program serves as a cornerstone for capacity building among entrepreneurs. This initiative equips participants with tools to fortify financial and business strategies, broaden legal understanding, and elevate competitiveness and credibility in the construction trade. In 2024, 28 business owners successfully graduated from this program, each receiving personalized support to enhance their market position. Cesar Lopez, representing Best Networks, Inc., a Chicagoland IT consulting firm specializing in data cabling, fiber optics, and low-voltage systems for the construction sector, credits the program with providing a clear roadmap for scaling his operations. Collectively, graduates of HACIA’s Business Capacity Programs have secured over $11 million in contracts and projects post-program completion. Additional offerings like the Contractors Development Program deliver flexible training modules tailored for both business owners and their teams. Topics covered range from cost estimation and insurance protocols to sustainability practices and project management techniques.Building the Workforce of Tomorrow
Beyond fostering business growth, HACIA plays a pivotal role in shaping the future of the construction workforce. In 2024, 313 individuals enrolled in HACIA’s workforce development initiatives, with 282 completing the training and 104 securing employment or union applications. Programs such as the IL Works General Construction Pre-Apprenticeship, EV charging installation training, and Carpentry Pre-Apprenticeship empower job seekers, particularly those from underserved communities, by equipping them with essential skills and connections necessary for sustainable careers.Advocacy Driving Structural Change
HACIA’s influence extends into legislative arenas, where its advocacy team strives for systemic improvements. In 2024, these efforts culminated in the enactment of Public Act 103-570, which significantly reduces bonding obstacles for small contractors involved in IDOT and Tollway projects. This landmark legislation opens new avenues for small and diverse-owned businesses to participate in competitive bidding processes. Other legislative achievements include provisions for expedited payment timelines, enhanced supplier diversity transparency, and acknowledgment of local M/WBE certifications.
