Innovative Financing and In-House Expertise Propel Evergreen Park Projects

Large-scale developments are set to transform the Buchanan Recreation Center and its surrounding areas, thanks to a blend of creative financial strategies and skilled internal resources. The Evergreen Park & Recreation District (EPRD) is spearheading three major initiatives with an estimated budget of $14 million, including the construction of a new pool and gymnasium at Buchanan Recreation Center and the renovation of Buchanan Park itself.

A strategic approach has been adopted to fund these ambitious projects without overburdening taxpayers. Rather than relying solely on traditional bond issuance, EPRD opted for Certificates of Participation (COPs), a municipal financing tool that allows investors to purchase shares in lease payments generated by the project. This method provides the district with immediate access to funds while maintaining flexibility in repayment terms. Executive Director Cory Vander Veen emphasized that this decision aligns perfectly with the board's vision to maximize voter-approved funding effectively. Furthermore, interest earned from the invested capital offsets COP loan obligations, ensuring fiscal responsibility.

Beyond financial innovation, EPRD’s commitment to enhancing local facilities extends into leveraging the talents of its own workforce. Staff members have embraced additional responsibilities, acquiring new skills to handle various maintenance and improvement tasks internally. For instance, they are currently refurbishing a 30-foot stage sourced from Arizona, which will significantly enhance the acoustics for concerts and other community events. Such endeavors underscore the synergy between efficient resource management and dedicated personnel, ultimately delivering greater value to the residents of Evergreen. Through smart planning and hard work, EPRD continues to demonstrate how public entities can achieve more with existing resources, fostering growth and enjoyment within their communities.
