Light Public Housing Expansion Offers Relief to Thousands in Hong Kong

The Housing Bureau (HB) has unveiled plans for the second phase of Light Public Housing (LPH) applications, set to open on February 24. This initiative will introduce four new LPH projects, providing approximately 5,060 units across various districts. These developments aim to alleviate housing pressures by offering better living conditions, affordable rents, and additional support services. The application process prioritizes those who have been on public rental housing waiting lists for three years or more, with special consideration given to families in need.

Strategic Locations and Timelines for New LPH Projects

The upcoming LPH projects are strategically placed in different areas to cater to a wide range of applicants. These locations include Olympic Avenue in Kai Tak, Tsing Fuk Lane in Tuen Mun, Shun On Road in Kwun Tong, and Choi Yuen Road in Sheung Shui. Each project offers varying numbers of units and rent ranges, ensuring flexibility in housing options. The anticipated intake for these units is scheduled to begin in the fourth quarter of this year.

The Olympic Avenue project in Kai Tak (Phase 1) will provide 2,970 units with rents ranging from $1,310 to $2,990. In Tuen Mun, Tsing Fuk Lane will offer 1,850 units at rents between $860 and $1,990. Meanwhile, Shun On Road in Kwun Tong and Choi Yuen Road in Sheung Shui, both renovated from school premises, will add 130 and 110 units respectively, with rents starting from $1,360 to $3,270 and $1,020 to $2,320. The phased rollout ensures that applicants can find suitable accommodations based on their specific needs and financial capabilities.

Application Process and Priority Allocation

The application process for Phase 2 of the LPH projects is designed to be accessible and efficient. Eligible applicants will receive forms via post before February 24, with priority given to submissions made between February 24 and March 17. Applicants who participated in Phase 1 do not need to resubmit their applications. The HB aims to process applications as quickly as possible, focusing on families in urgent need, such as those residing in inadequate housing or facing medical challenges.

To ensure a fair and transparent process, the HB has outlined clear criteria for eligibility and priority allocation. General applicants who have waited three years or more on the public rental housing list are eligible to apply. Families will be given precedence over single applicants. Completed applications can be submitted either by mail to the designated P.O. Box or in person at specified locations. Those registered with “iAM Smart+” also have the option to submit their applications electronically. Special attention will be paid to applicants living in substandard housing conditions or with members requiring special care, including young children, elderly individuals, or those with medical needs. This approach underscores the HB's commitment to addressing critical housing demands while improving living standards for residents.
