Initial Phases and Infrastructure Development
The Hyas Point development is poised to reshape the Washougal waterfront with an extensive infrastructure overhaul. Portland-based Central Bethany Construction initiated this transformative journey in November 2024. The first phase includes constructing several new streets, notably a thoroughfare running east to west along the Columbia River. Additionally, four mixed-use buildings will rise, offering 276 apartments and 56,000 square feet dedicated to retail and restaurant space. This initial phase sets the stage for a comprehensive revamp. The construction team aims to enhance connectivity and accessibility within the area. For instance, they plan to build temporary parking lots at strategic locations to accommodate the influx of construction workers and visitors. One lot will be positioned at the northeast corner of the site, designed to handle up to 350 workers, thereby alleviating pressure on nearby facilities. Another parking area will cater to American Cruise Line (ACL) passengers docking at the Port of Camas-Washougal.Community Engagement and Addressing Concerns
Project leaders recognize the importance of community engagement from the outset. Kelly Flynn, senior project manager for Central Bethany Construction, emphasized proactive communication during a recent open house. "We aim to develop strong relationships with residents," Flynn stated. "By addressing concerns early, we can ensure smoother operations." Potential disruptions, such as noise from digging piers or the presence of tower cranes, are inevitable but manageable. Flynn assured the community that these impacts would be minimized as much as possible.Residents have generally responded positively to the development. Larry Keister, a Port of Camas-Washougal Commissioner, noted that initial apprehensions about traffic and parking have eased. "As the project progresses, people are looking forward to it," Keister remarked. "Parking requirements will meet county standards, and future phases include a parking structure to address long-term needs."Navigating Challenges and Ensuring Progress
Every large-scale project encounters unforeseen challenges, and Hyas Point is no exception. Minor obstacles like unexpected underground foundations and larger-than-anticipated contamination pools have delayed certain aspects of the work. However, Flynn highlighted the team's adaptability. "We’ve encountered some blips, but we’ve managed to work through them efficiently," he said. This resilience ensures that the project remains largely on schedule.Moreover, the phased approach allows for flexibility. Phase one focuses on residential units, medical services, office spaces, retail outlets, and restaurants, all while showcasing stunning views of the Columbia River and Mount Hood.
