This report highlighted multiple shortcomings, including inadequate healthcare provision and instances of excessive force against prisoners.

Despite the county's denial of any wrongdoing, the settlement recognizes the strides made in recent years. Notable advancements include enhanced medical assessments for chronic conditions, improved mental health services, increased staffing in both custody and healthcare roles, and measures to curb the use of excessive force.
