Santa Monica Proposes Entertainment Zone for Third Street Promenade

The Santa Monica City Council is set to explore the establishment of an entertainment zone along the iconic Third Street Promenade. This initiative, scheduled for discussion on April 22, aims to allow visitors to enjoy alcoholic beverages in specific areas during designated events. Stemming from a legislative change last September when Governor Gavin Newsom endorsed Senate Bill 969, this pilot program could redefine public spaces by integrating responsible alcohol consumption into permitted gatherings. The city envisions holding its inaugural event alongside the Pride celebration in June 2025, with at least three events planned over the trial period. Officials highlight that this measure aligns with broader economic recovery strategies aimed at bolstering local businesses and attracting new ventures to downtown Santa Monica.

City planners have drawn inspiration from San Francisco's successful Front Street entertainment zone, which demonstrated substantial economic advantages. A participating business reported a remarkable surge in sales during its first event, underscoring the potential benefits. To ensure the program’s success, the Police Department has recommended implementing it as a one-year pilot, enabling assessments and necessary modifications. Key aspects include defining geographical boundaries, setting operational hours, and specifying permitted alcohol types. Furthermore, a comprehensive management plan will delineate operational guidelines, encompassing security measures, cleanliness protocols, and age verification processes.

Creating a lively public environment where families can congregate and adults can responsibly partake in beverages purchased from local vendors could enhance visitor appeal, increase foot traffic, and stimulate spending at Promenade establishments. The first event is slated for June 21, 2025, coinciding with Downtown Santa Monica's annual Pride festivities. Additionally, the staff seeks guidance on refining the permitting process for these events, potentially incorporating standardized plans and self-certification components where applicable. The council will deliberate whether these enhancements can be achieved without jeopardizing public safety standards.

Beyond the entertainment zone proposal, the council agenda includes reaffirming local disaster response measures, addressing homelessness and recent fires. Another significant item involves considering a new ordinance mandating Santa Monica residency for council-appointed members of three nonprofit boards: Downtown Santa Monica, Inc., Santa Monica Travel and Tourism, Inc., and the Santa Monica Pier Corporation. This move follows a January directive to formalize resident representation on these boards, recognizing the value residents bring through oversight and feedback on crucial organizational programming and operations.

Currently, only a fraction of appointed board members reside in the city. If approved, the new requirements would solely apply to future appointments, respecting the independent nature of these nonprofits under state law. The council meeting is scheduled for Tuesday, April 22, at City Hall located at 1685 Main Street, commencing at 5:30 p.m.
