This bundling menu even claims to override an app's own notification settings. Clearly, the Promotions category is one that many users might choose to ignore.

By grouping similar notifications, users can avoid being constantly bothered by minor changes and irrelevant alerts. It provides a more organized and clutter-free notification system.

‘Notification Cooldown’

Google is not stopping at just the notification grouping feature.
