FlatironDragados Establishes New Construction Entity for New York Metro Area
2025-06-25

A significant development in the civil construction sector has emerged with FlatironDragados announcing the formation of a new specialized firm, SPC Construction. This strategic initiative integrates three established entities from its New York and New Jersey operations, consolidating their expertise to target critical infrastructure development in the densely populated New York metropolitan area. The new company is poised to undertake complex projects encompassing tunnels, bridges, and essential water systems, signaling a focused approach to regional growth and operational synergy.

The newly minted SPC Construction is the result of merging three well-respected companies: Schiavone Construction, John P. Picone, and E.E. Cruz. Each brings distinct capabilities to the table, creating a robust and versatile construction powerhouse. Schiavone Construction, based in Secaucus, New Jersey, is renowned for its extensive experience in tunneling, mass transit systems, bridges, highways, deep foundations, marine construction, and water treatment facilities. Complementing this, John P. Picone, from Lawrence, New York, offers specialized proficiency in public works, particularly in tunneling, hydraulic engineering, and water infrastructure. Rounding out the trio, Whitestone, New York's E.E. Cruz contributes its core competencies in resilience projects, intricate deep foundations, and various geotechnical applications.

The announcement, made on June 18, outlines the strategic rationale behind this consolidation. According to Javier Sevilla, CEO of FlatironDragados, this unified structure will foster improved operational consistency, elevate client satisfaction, and enhance risk management across all future endeavors. This integration is designed to leverage the collective strengths of the individual companies, creating a more cohesive and efficient organization capable of tackling the region's multifaceted infrastructure challenges. The move follows FlatironDragados's own formation less than a year prior through the merger of Flatiron, Dragados USA, and Dragados Canada by their European parent companies, Hochtief and ACS Group, establishing a major infrastructure player across North America.

Leadership for SPC Construction will be spearheaded by Jesus Diez, who previously served as executive vice president for affiliates at Dragados USA, taking on the role of Managing Director. Joe Sheehan, formerly president of E.E. Cruz, will assume the position of Chief Operating Officer, while Neil Wegman, who was president and chief financial officer at John P. Picone, will become SPC's CFO. Although the financial details of this spin-off were not disclosed, the transaction is expected to be finalized by the close of the second quarter. This consolidation is anticipated to generate economies of scale and deliver increased value for FlatironDragados's shareholders, streamlining processes and enhancing overall business efficiency without addressing potential workforce redundancies at this time.

This strategic organizational shift marks a new chapter for these long-standing construction entities, setting the stage for significant contributions to the New York metropolitan area's vital transportation and water networks. The combined expertise and resources of Schiavone Construction, John P. Picone, and E.E. Cruz under the SPC Construction banner are poised to drive innovation and efficiency in the region's complex engineering landscape.
