The Housing Bureau (HB) has initiated a tender process for two operation and management contracts related to light public housing (LPH). These contracts aim to enhance the living conditions of residents through comprehensive management services. The first contract involves four school conversion projects located in various districts, while the second focuses on a large-scale development in Chai Wan. Both contracts emphasize not only property and occupancy management but also social service provision and ancillary facility operations. Evaluations will be conducted holistically to select the most appropriate organization for these responsibilities.
Among the initiatives outlined by the Housing Bureau is a significant project bundling four former educational institutions into one operational contract. This includes sites at Mission Covenant Church Holm Glad No. 2 Primary School in Shun On Estate, Kwun Tong; Tung Wah Group of Hospitals Ma Kam Chan Memorial Primary School (Choi Yuen Annex) in Sheung Shui; Carmel Leung Sing Tak School in Shun On Estate, Kwun Tong; and Baptist Rainbow Primary School in Wong Tai Sin's Chuk Yuen South Estate. The transformation of these locations into residential units is divided into two phases. Initially, developments on Shun On Road and Choi Yuen Road are anticipated to yield approximately 130 and 110 units respectively by the end of this year. Subsequently, constructions on Shun Lee Tsuen Road and Chuk Yuen Road will generate around 110 and 105 units, targeted for completion early in 2027.
In addition to the smaller-scale conversions, another prominent LPH initiative aims to transform a site along Sheung On Street in Chai Wan. This endeavor promises to deliver nearly 1,720 residential units, scheduled for readiness in mid-2026. The scope of work under these contracts encompasses a wide array of services, including tenant administration, routine maintenance tasks, and community engagement programs. Ancillary facilities within these properties will also require strategic oversight to ensure their optimal functionality and alignment with resident needs.
To maximize efficiency and resource sharing, all four converted school projects have been consolidated under one contractual agreement. This approach seeks to streamline operations and improve economic viability across the sites. Through unified management practices, it is expected that synergies among the different projects will result in more effective use of resources and enhanced service delivery.
Beyond physical infrastructure management, the contracts stipulate the integration of essential social services within the communities. This holistic strategy underscores the bureau's commitment to fostering supportive environments where residents can thrive. Organizations submitting bids will undergo thorough evaluations based on their tender prices and overall capabilities to determine the best fit for managing these vital housing initiatives.
